Brief Biography	Ruey-Yi Wei was born in Taiwan, R.O.C., in 1971. He received the B.S. degree in electronics engineering from National Chiao-Tung University, Hsin-Chu, Taiwan, in 1993 and the Ph.D. degree in electrical engineering from National Taiwan University, Taipei, Taiwan, in 1998. From 1998 to 2000, he was with private companies in Taiwan and focused on the modem design. Since August 2000, he has joined the faculty of National Central University, where he is currently a Professor in the Department of Communication Engineering. From July 2013 to June 2014, he was a visiting scholar at University of Washington, Seattle. He received the best paper award for young scholars from the IEEE IT/COM Society Taipei/Tainan chapter in 2007. He is an associate editor for the IEEE Communications Surveys and Tutorials. His research interests include the areas of error-correcting codes, coded modulation and noncoherent detection.
